NYSERDA Multifamily Performance Program
The NYSERDA Multifamily Performance Program provides funding for energy audits, the development of Energy Reduction Plans and the implementation of Energy Conservation Measures at multi-family properties with the goal of helping buildings reduce energy usage by at least 15%. Optimal incentives are available for buildings over 100 units as illustrated in the table below.
Participation in the program requires a successful application, which must be developed in cooperation with and submitted by a NYSERDA MPP Partner. Bright Power is a registered NYSERDA MPP Partner.
As your MPP Partner, Bright Power will conduct an energy audit and create an ERP to achieve at least 15% energy savings. We will guide the implementation of those measures and handle scheduling, quality control, as well as ongoing administrative needs with NYSERDA.

Incentives & Application Process
MPP INCENTIVES: Funding is based on standardized, fixed incentives:
• For an energy audit and development of an Energy Reduction Plan (ERP):
o Base incentive, first 100 units: $5,000 (market rate housing) or $10,000 (affordable housing)
o For each unit over 100 units: $10/unit (market rate housing) or $20/unit (affordable housing)
• For ERP Implementation, per-unit incentives for both affordable and market rate units:
o $300/unit at 50% completion of construction (“Payment 2”);
o $300/unit at “substantial completion” of construction (“Payment 3”).

THE APPLICATION PROCESS
- APPLICATION: We will help you determine whether a property is eligible for the program, and whether it qualifies for affordable housing or market rate housing incentives. If the project is eligible, we will work with you to assemble and submit an application.
- SCOPING SESSION: We will schedule an on-site Scoping Session attended by a NYSERDA representative. Together, we will confirm your interest in moving forward, identify likely energy efficiency measures, review program requirements and responsibilities, and determine sources of potential funding.
- ENERGY REDUCTION PLAN: Upon approval of the application, we will work with you to develop the Energy Reduction Plan (ERP), which is the product of billing analysis, benchmarking, a comprehensive audit, energy modeling and work scope development. The ERP contains the Energy Conservation Measures (ECMs) that you are willing to undertake to achieve at least 15% energy savings. On completion of the ERP, NYSERDA makes Payment #1.
- IMPLEMENTATION: Once the ERP is complete, Bright Power works with you to manage the construction process, and ensure that the ECMs are implemented properly. Upon 50% completion of construction, NYSERDA makes Payment #2.
- COMPLETION: Upon “substantial completion” of implementation, NYSERDA makes Payment #3.
